The City of Khol is the northern most city in the Island and is the rival of Taninim. The city is ruled by a king and the Council of City Servants, which is comprised of those who have been Gifted by the Phoenix.

The king or queen and all heirs to the throne are individuals who have completed the Phoenix Quest, a journey into the heart of the island and to the nest of the Phoenix and have been Gifted.

The Council of City Servants are those also Gifted, but not necessarily by journeying to the nest. They represent various factions and guilds within the city and thus represent the interests of the various groups. They complement and king in ruling the city.

As followers of the Phoenix, the city and its citizens are considered benevolent and represent (in our world) Christians and Christianity.
